4G Strategy: PUCCH Outer Loop Power Control

Fact Finding:
PUCCH Inner Loop Power Control in eRAN 8.0 is only based on the SINR&RSRP of Format 1a/1b (i.e., ACK channel) but the interference of Format 2/2a/2b (i.e., CQI/PMI/RI channel) is higher than Format 1a/1b

Pro :
It improves the demodulation performance of PUCCH format 2/2a/2b and decreases the false detection rate of PUCCH format 2/2a/2b, thereby increasing downlink throughput.
Cons :
Almost no impact
Execution Selection Criteria :
-This feature must work together with inner-loop PUCCH power control in LBFD-002026 Uplink Power Control
-Site with eRAN v8.1
Background:
The decrease of the SINR of Format 2/2a/2b and impairs the performance of Format 2/2a/2b as result, CQI-feedback performance and downlink throughput may degrades

- If the measured BER is greater than the BERTarget, this feature increases the SINRTarget.
- If the measured BER is equal to the BERTarget, this feature does not change the SINRTarget.
- If the measured BER is less than the BERTarget, this feature decreases the SINRTarget.
